Just about the only exception is Sur → Ber, since Ber is used for so many things and Sur isn’t - Sur is still going to be worth more than half a Ber, but not by much. They’re usually worth significantly more, due to the added possibility of using the runes separately. Runes Pul and above are never worth less than half the rune above it, because you can combine them to make the next one up. Previously, Ist usually went for Mal Um, Gul for Ist Mal, Vex for Gul Ist and Ohm for Vex Gul - the higher rune’s worth more, but not double the lower one (until you reach Ber and Jah, which typically have around equal value, with the more valuable one changing from time to time) and Cham and Zod being of much less value, due to limited uses. Two Guls is more useful than a Vex, because you can use the two Guls individually, or combine them into a Vex. Well, you’re not going to break it into change without some sort of transaction fee.
